Explanation of Terms:
Event - An event in game is a scripted action. For instance, a battle event is a trigger that causes a battle to start. Events can be as simple as doors, or as complex as conversations, battles, and switches, all at once.

Character State - This is the state of a character, physically. This could be "poisoned" or "paralyzed," things of that nature.

Variable - This is a numerical asset that triggers certain behaviors. Money, for instance, is a variable. If you have x amount of money, you can buy this item. Another example is the morality system. If you kill mutants, then your mutant friendliness variable will go down, and mutant characters will not be as friendly towards you, but, if you refuse to kill mutants, then your variable for something else might go down, while mutants will choose to stay more friendly.
