How do I manuly edit the AIs o that they will build, buliding and units from all three sides?

I fixed the link.
I should have tested it first. Silly me.
The AI (for the most part) obeys structure prerequisites so it cannot build another tech tree without owning it first. Very hard to do but you can fudge it with building clones. Simply take whatever building you want, make an exact rules copy of it, set the TechLevel to -1, set the Image to whatever it is you cloned and add it to the BuildingTypes list. Make sure your [ID] is different to the original or you can screw up human players. If you use the Soviet War Factory and make it Allied, change the [ID] to something like [ALLIEDNAWEAP] to distinguish it properly.
For infantry and units, you have to rig up new teams and triggers in the AI file. Quite daunting for a beginner but with proper reading of tutorials and Deezire's INI Editing Guide, you will get it in no time.

Ok I'll look up the info you have posted here but I made it so that once and genaric proc,tech and war buildings are built that alll three mcvs could be bilt, I wonder if I canged the owerships of the buildings and units I want the AI's to build would work?

You can't. The AI obeys structure prerequisites and, I forgot to mention this last time, AIBasePlanningSide.
