Did you 'save changes to game' also, or just save it?

Can you check whether a file called "Rules.ini" exists in your Tiberian Sun game folder? If you're on Vista, perhaps TibEd cannot write to the game folder.

it wasnt in there. i found a .zip that contains all the ini files for the game and put those in the game folder. still tibeds changes dont take place.

im also kind of curious as to how i didnt have those ini files in the first place. and how my game even functioned without them...could it have anything to do with the fact that my version of tiberian sun is the one on the first decade disk?

The files are inside the MIX files as well - putting them directly in the game folder overrides the builtin files.

Can you go to the properties of your Tiberian Sun folder (Right Mouse button->Properties) and look for the permissions on the folder? Please set it so that "write" is allowed by everyone. That should solve any weird Vista-permission-issues.
