For another Half-Life game to happen, it requires that developers at Valve actually wants to make it.

These guys have a very open structure where the developers are free to decide what they want to work on.

It is a safe bet that no new Half-Life game will happen as a result of a top-down decision within Valve.

We know that Valve has the means and opportunity, but possibly not the motive to make HL3 - indeed, "they" do not want us to enjoy a long single-player game with an elaborate storyline!

I'm sure HL3 would be great but it's gone on too long. No matter how good it turns out to be or not to be, it will fail to meet the absurdly high expectations.

Ah, but they can multiply that revenue with a game developed by themselves, and get both the money from the game and the price percentage Steam usually assigns to Valve in every transaction. All they have to do is make it available for pre-order with a couple of tasty screenshots (ignoring the ethics for now, just talking about profit), let it stay there for just a little while, and then release the game with lots of fanfare. Boom. Monies.

I seriously doubt Valve would change their minds. 

ALL I SAY IS THAT VALVE CANNOT MAKE ANOTHER HALF-LIFE GAME BECAUSE OF THOSE OVERRATED OTHER MATERIAL VALVE IS DOING WHICH NOW SOME PLAYERS DO NOT WANT TO PLAY.  That includes Dota 2, TF2 and Steam itself.

Ep3 was shelved as such long ago (as was Ep4 made by a studio that has since gone kaputt). This is a relic from that time, basically.

That pretty much sums it up until HL3. Now I am thinking someone or some team out there will try to make a HL2 mod to be HL2 EP3, other than SPY-Maps' The Closure mod. SPY-Maps has said he's not going to redo the unofficial HL2 EP3 mod with the unofficial story from Mark Laidlaw.
