It seems to illustrate, in my mind, a group of cybernetic soldiers from the second tiberium war, still alive and functional due to the non-aging nature of their construction, who have just arrived at a functional NOD base. They have been trapped and/or stranded since the second tiberium war, but have recently escaped by methods not yet determined.

 

The Cyborg commando leads this group and informs the NOD commander that though CABAL has been lost, the cyborg units are still functioning, and still loyal to the brotherhood.

 

They await instruction ...

If its from EA Predator, its official as far as I know. You just cant erase the cyborg element from the C&C Tiberium Universe and this proves it. I just hope they do have a tech structure to give players an edge to counter mutants! 8)
