ai stops building hi tech buildings after some time

i got an issue where the ai stops building the GLA Palace after a long time, except for low tech buildings like gla arms dealer, barracks,command center, stash, etc

 

i destroyed their buildings like arms dealer and all those low tech building and the ai will rebuild it, but they never seem to re-build a palace

 

i change the ai so that the script will not deactivate even after successfully executed

 

what is wrong here?

Does the ai have the resources to build a palace?
