Online cheaters! How can I map hack?

I play online a lot, and frequently people accuse me of "map hacking" because I'll leave my Chinese command center but not build a radar option. Usually its small maps and I just forget to do it (and half the time I sell the center anyway).

 

So, since people accuse me of doing it anyway, how can I map hack online? I know you can cheat, because another guy did some GLA cheat that allowed him to scud storm me 10 times the second he built a scud storm.
