There is no Worldbuilder for RA2 as such but there is a map editor called Final Alert 2. You will find it available for download from our RA2 files section at http://www.cncnz.com/files/redalert2/utils.shtml#fa2

 

If you want to make maps for Yuri's Revenge you will need the YR version called Final Alert 2: Yuri's Revenge v1.01, get that from http://www.cncnz.com/files/yuri/utils.shtml#fa2yuri
