Well, i vote for the Tower Guards for their doing their job very well, which is defensive melee combat. Their block formation gives them the edge they need in melee combat, due to the +80% armor they recieve to formation bonuses. They arent the ideal choice for leading a offensive strike on the enemy, (now berserkers are made for that) but when Tower Guards engage the enemy in melee, best make use of that Shield Formation. 1 Battalion of 5 Tower Guards in Shield Formation = 3 Berserkers
