Yeah, it's the Bay of Pigs 2 map off of this site. Does it matter which version i'm using it on? I've only tried it on Zero Hour

I just downloaded Bay of Pigs 2 off of the website and there's a problem with the AI Whenever I start the game all of the other players just sit there doing nothing. All they'll have is a dozer and a Communication Cent What's wrong?
