im talking about tibed v 1.6 to work with dune 2000 but its not.....its saying about runtime error70:acces is denied

uh tibed v1.6 isnt working at all . it is saying runtime error70:access is denied. do i have to have special permissions from the administrator on my computer to make tibed v 1.6 run! :x
