EALA are never officially releasing an SDK for KW however a mod team are apparently making one.

If it's just the transitions then i guess that shouldn't take too long and 15 in a day is fairly exceptable given that you know what you start and finish with.

I don't know any made specifically for Ra2 as such but if you can get the sounds down to a common format like Wav or Aiff then you could just use a simple audio editor like Audacity and the like.
