    I have same problem. The prog doesn't apply any changes to file RULES.INI. After progs closing/opening I see all previous values instead of my changes. If I'm editing RULES.INI mannualy (with notepad) it's all ok in game (but I can't use 'SIGHT' more than '9'... why? ). My game is from CNC The First Decade Disk.
