How to build allied as well as soviet Units

Is there a simple way to build both soviet and allied units in skirmish or in LAN without any other modifikations like building speed etc.?

Get the XCC Utilities, open the Mixer, search for rules.ini, extract the appropriate one, set every unit in the game to "DoubleOwned=yes."
