Not in a long time. PCs get to release the fast multi-core CPUs first before the smartphones do. The only 12-core CPUs available are the AMD Opteron and the Intel Xeon and neither of which has hit the smartphones or even tablets. Smartphones are much slower than tablets than PCs.
