Uprising Hex Editor?

Sorry if this is in the wrong place...but can you fellas tell me if a hex editor will work on uprising as it does on Zero Hour? I'm wanting to create my own mod as I do in Zero Hour, but have no clue if I'm able to do it with uprising. In zero hour, I just navigated to the .big file and edited it....I can't even find the BIG file for Uprising or its folder. HELP!!!

You can edit the vanilla RA3 using its SDK http://forums.cncnz.com/topic/14299-ra3-mod-sdk-and-wb-faq-updated-11152011/

However, Uprising doesn't have native mod support, AFAIK, but there are mods that transfer Uprising units and the 4x3 sidebar to the vanilla Red Alert 3.
