When I change anything from {General} in Rulesmd.ini for YR,Soviets will become passive and they wont sent attacks.Whats wrong?

I`m using TibEd,Xcc INI editor and Notepad.

I don't know. Do you have other mods installed?

And what exactly do you change in [general]?
