How do i cange or edit unite/structur skins

in my prevuse post i worded it wrong, im wondering how do i make an acual mod i mean tibed is just editing heath,damage,price exc... is there a program that i can get for free that will allow me to make new skins for command and conquer GENERALS and ZERO HOUR. if there isnt then i must be going insane case thers mods out there for generals that change "skins" of existing units like in the act of war mod.

 

P.S. ill list a cupple generals mods so u can see the new "skins".
