It is a RA2 mod, that will be changed to make it a little more like RA1. I was wondering how you:

 

Limit the load of a refinery.

Make the extra tiberium go into a silo.

Sorry, no. You can't alter the game's engine in this way. But check out a mod in the works to revamp back to the RA1 days. By far the best graphics I've seen in a while.
