c&c95 - setup initialization error

if i run the setup.exe or install.exe i get an error called "setup initialization error" when install shield reaches 100%. i tried it with the compatibility mode so please dont tell me to do this and with the xp patch but maybe this works if can install the game but i dont reach this point. in other forums i read about an installer that handels the problem for c&c ra but i found nothing for tiberian dawn. can anyone help me to fix it
