Propaganda center production???????

The Chinese Propaganda Center seems to have a production door attached to it, just like the Command Center and War Factory.

Does anyone know what was supposed to be built in the propaganda center?

I think it doesn't have any function at all, just for decarotion. You should not worry about that very much.
