Where would I find the timer function so Superweapons are used less often (IE every 20 minutes, etc) and what file controls how much money a supply area the resource gatherers get from?

For SuperWeapon timer, you can find it SpecialPower.ini The timer is set in miliseconds.

I'm not clear about this one. Are you talking about the Supply Area's supply amount or the resource gatherer's resource gather rate.

 

If it's the supply area's supply amount, it was set in the map, which means you can only change it through the WorldEditor and go to the edit resource.
