Watch Dogs as a GTA4 mod would probably be more successful given how poor and gimped the PC port of Watch Dogs actually is.

That guy was fine until he started blaming video games. And he forgets that many people are mentally ill or developmentally disabled who play video games of all types to help them cope with their lives or their problems. I happen to be one of those mentally ill, developmentally disabled people he's talking about and my favorite game franchise is Call of Duty. I don't want to go on a killing spree. Video games are not the root of the problem. Our violence loving, celebrity worshipping American culture is the bigger problem. Mental illness is another big issue in the US since it's got a really bad stigma that needs to go. People with mental health problems should never be afraid of getting help for it. Speaking from experience, it only gets worse if you ignore it. And speaking from a personal standpoint, video games kept me alive. Without them and my family, I would have committed suicide by now. In short, stop placing blame on the wrong target. It takes away from the real issues at heart.

What changes do you normally make? Unable to read scenario usually means something got out of whack, like a building array or unit array. If nothing else, you might try editing via rules.ini directly then seeing if that still does it. I haven't modded TS in a while, but basic changes should not give you that error.

Launch Firefox in Safe Mode. If it works, you have an addon that did it or the version of Firefox is having issues. Could do as Sonic suggested and check in another browser. If it is, Safe Mode it then try. Downgrade or swap over to Firefox ESR if you have to.

Did you change the Rocketeer in any way?

Remove the _StillUseYuriUI, which should have been on its own line mind you then add sidec04.mix.

It looks like you added more than one playable country so you'd need to set NewPlayableCountries to 5 or however many you added. Did you follow the tutorial for adding countries and sides in the NPatch manual? Post your Fourth Side code if you would.

Just get one that has a relatively high network speed and good QoS controls. With that many devices, you'll almost always see slow down since that's a lot of outbound traffic.

Are you adding a complete fourth side or a new country? Did add NewPlayableCountries?

It means add new AI triggers that are set to your new side. There only needs to be one.
