help me , how to run mods?

I runed R3 Control Center but there is no mods section -

First, patch it, then launch the control center and there should be an option called "game browser". That's the thing you're looking for

No idea, patch it to the latest just to be sure.

Patch RA3 to the latest version, which is 1.11. Grab it from http://www.cncnz.com/downloads/redalert3/patches/#1 or click on the Check for Updates button in the RA3 Control Centre. Once the game is patched you should have the Game Browser button now. Click that, then select the Mods tab.
