Red Alert 3 Mod SDK v3.0 for Patch 1.12

On the Official C&C Site, APOC has posted version 3.0 of the Red Alert 3 Mod SDK so all mods can be updated to Patch 1.12. It also includes an updated Mod SDK Worldbuilder as well. It should be noted, there are no significant changes to Mod SDK v3.0. This version is a simple upgrade to ensure mod compatibility with Patch 1.12.
