You'll need an Airforce Command available to Russia. You can make a duplicate of the allies' if you don't have new art for it, just give it new Soviet prerequisites. Then for the Black Eagle, make RequiredHouses=Alliance,Russians and Dock=GAAIRC,AMRADR,(name of your new AFC).
