Well... you can use the entry "Save to map" from the TibEd 1.x file menu, but there are some remarks:

- backup your map first, as changes cannot be removed from the map and sometimes saving fails

- only rules.ini changes can be put into a map

- you cannot add new units on a map

You can cause I played against host that had a bunch of new units with mod weapons and such on their maps, and they showed up when I played the downloaded map in regular multiplayer

You can only do that if you also include Rules.ini and Art.ini with the map, and that will unsync your game so you can only play against people with the same map+ini combo. And that's not a mod map anymore - it's a complete mod with a map included.
