is it possible in yr to replace yuri with some sort of civilian faction that starts with pre-built buildings like generals but already with a barracks and ore refinery?

On individual maps, you can have pre-built buildings. Using map triggers, team types, etc., you can also simulate a new faction without needing to rebuild Yuri.

 

This can only be done on edited maps though, the game can't be told to pre-build buildings on just any map.
