Help: C&CTFD Patch

i recently reformatted my pc to factory defaults so i have to reinstall the first decade however the patch worked before but now its not. im curious if anyone here would know why the patch worked bfore and not now since its the same pc and setup, same patch from the same website i used before the same way. im thinking maybe there is a program i had before than enabled it to work that i may be lacking now. in case its needed heres where i got the info that previously worked for me (i only needed the info up to Nyerguds' guide to. . .)

What part of it isn't working? Is it not loading? Not finishing the job properly?

The only games im currently concerned about is Tiberian Sun (+FireStorm), which the menus (example: skirmish) have whole lines of pixels missing to the point the menu is unreadable especially the whole bottom half, and Red Alert 2/Yuri's revenge which the opening Westwood scene cant be seen but it can be heard its just a black screen as a matter of fact no cutscene has worked and the opening menu starts to appear but the buttons and radar image dont appear. all in all it seems to be having the same problems it did before the tfd-103-rev4 patch as if it didnt patch it but i checked,(kept a backup of the files to compare with) it put new files in the game folder. im just not sure how it worked before but fail to work again after i reformat my pc to factory defaults.

-HP 2000 Notebook PC

-windows 7 home premium service pack 1

-64 bit operating system

-intel pentium cpu p6200 2.13Ghz

-3.00 Gb RAM

WIth RA2 and YR, it sounds like a driver issue or you need one of the graphics patchers out there. That's a common problem with that game and certain GPU chipsets.
