No this is nothing to do with long since closed download Victory Games or cancelled C&C.

 

This looks like the "Victory" RTS that Petroglyph Games tried to fund via Kickstarter a while back.

Ok. It's just that in the "About" section says "Victory Games" and the game logo is quite similar.
