I am planning on buying a new computer. Do Intel HD Graphics 520 and 8GB DDR3 RAM be powerful enough to run ZH and some mods in 720p?

The game was released in 2003. Any computer you'd get now is good for it.

It will still be enough. At this point, ZH is limited by its engine, not the machine it runs on.

Mods don't increase the system requirements that much, at least not those of SAGE-powered games.

Take note that some mods do indeed use enhanced graphics that might be more demanding on the system. Modern Warfare, Tiberian Dawn Redux, ZH Enhanced, etc. But they do have options to trim/disable some of the added effects.
