A rail-gun was designed for the Mammoth Mark 2, which is a tank unit. Putting such a weapon on aircraft is something the game cannot handle, since it is not an aircraft weapon. Think of it like this: the railgun shoots horizontally forward over the ground. In the Orca, it has to shoot down towards the ground, but the railgun can't, it can only shoot 'forward'.
