Need help with Zero Hour China's 3rd mission

What's up with this international opinion thing?

No matter what I do it just keeps decreasing.

I thought it meant I should stay away from the city as much as possible, but it still decreased if I did nothing.

I thought it might increase if I will destroyed GLA buildings, but it still decreases.

I thought it meant I am not supposed to use tanks, so I tried a swarm of infantry, and the rating still decreases.

Exactly what am I supposed to do? Stopping short of using a memory editor...

Destroy the statues (the strange things with 'guns' on them), that'll raise opinions.
