there's a freakin line that says: Owner=American, Korea, British, etc.

just go to any standard allied unit and copy that line.

 

then change the prerequsites if any to right things. like changing from allied radar to sovier radar

Let's take the GI. His prereq is GAPILE. Change it to NAHAND and he's Soviet now.

Then you're beyond help. It's no more plain than taking the Prerequisite and making it something else.
