Pff the windows firewall. What a piece of crap that is. You want to go get a decent firewall. An example of a free one is Zone Alarm thats pretty cool.

 

Anyway, returning to your problem just turn em' all off. Its the easiest thing. ;) Norton tends to slow down your computer too. So just turn it off when you play games you're get a speedier game, if your fortunate. ;)

1) Uninstall Norton Anti-virus the latest version sometimes detects it's own executable as a virus! So choose a free, more secure and less system resource consuming anti-virus program like AVG

 

2) Get a Firewall that you can really feel working. Zone Alarm will do nicely.

 

after installing and a couple of resets later:

 

3) Reinstall both RA2 and Yuri's Revenge and Patch em up!

 

4) Start YR, and Zone Alarm may ask for access, click to remember and accept twice. Then attempt a log-in at XWIS. Zone Alarm may ask for access again, repeat the process again.

 

5) With added security and a fresh reinstall and patch to the game, that should do the trick nicely.

If you have a router, you don't even need a firewall. The router itself works as the firewall so you don't need any additional programs hogging up resources.

Seems to me, though, like your router isn't opening the RA2/XWIS ports to let the data through. I have no idea what RA2 uses so I can't tell you what to open.

There has been a rumour amongst the community that if you just try to connect to XWIS using any random username and password that you choose. The game will register that name and password automatically and you'll be able to play within minutes. Can't say I've tried it, but give that a go.
