A qeustion about TIbed

I'm working on a mod with the Tibed unit editors and I was wondering would anyone who would play my mod need Tibed to make the mod word or are the changes made with it made in the rules ini file?

Once you apply changes in TibEd then it will automatically edit the Rules.ini file.
