How To Make A Cameo?

How do you make a cameo? can you make one with tibED? or Red Alert 2 Editer? somebody please help i want to make a mod with like new pics and cameos and other stuff

TibEd does not make cameos, nor do any text editors... because, quite obviously, cameos are not text. Since you probably don't have what I use (Paint Shop Pro 7), you should use the OS SHP Builder, which does most of the work automatically.
