1. If you mean like in RA2 then no, but they can be made to slow down WHEN damaged. 2. if you mean while getting hit then no, but you can make an animation in between it's normal and damaged states. -

First get Finalbig, then use it to extract the contents of INIZH.ini into your ZH folder. You'll end up with a Data/INI folder filled with inis. After that it's just a matter of finding the right ini and editing a few values.
