I also use Windows 7 64 bit and don't have this issue. Which version fo the game do you have? Original disc version? The First Decade? Origin version? Also, does saving in general work?

I could get a smartphone, but I'm too lazy.

I'm not upgrading at this point. Windows 7 runs fine for me, and upgrading to 10 is probably just going to get me issues running programs and games.

I only recently heard about this. Does this have base building and stuff? That big unit from the trailer looks like some sort of command/HQ unit.

You could use your keyboard to scroll. It's not that comfortable, though. Alternatively, try to start Generals in fullscreen mode, alt+tab to your dekstop and then ahve your recording software pick up the game. I haven't tried thsi with OBS, but I could get Bandicam and Dxtory to detect the game this way.
