Not without modding the game.

Okay.

There's a nice Dutch chap called Olaf Van Der Spek who once made a neat program that allows you to take game files out of the .mix archives used by pretty much all C&C games. In fact, the toolkit he made can also do adding, replacing, and even making new archives, but you won't really need that for what you want to do. If you ever move on to graphics modding, you might though.

In Red Alert 1, two of these archives are a bit special... the "main.mix" on the CD, and "redalert.mix" in the game folder. They don't simply contain game files, they contain more .mix archives.

One of these archives in "redalert.mix" is the "local.mix" file. Inside it, you will find the file "rules.ini". That's the file you need; it contains all game statistics of units, buildings, weapons, etc. If you open rules.ini in Notepad you'll see that the file file itself contains plenty of instructions on how to use it and how to modify it correctly.

XCC Mixer can be downloaded here. click on Utilities in the sidebar and download and install the XCC Utilities pack.

Some small but handy hint on the use of XCC Mixer can be found here:

Building the Badger is silly but for your own missions you can trigger Badgers to bring in paradropped tanks and soldiers. The older C&C games were also finicky about trying to make aircraft do proper strafing runs with dropped bombs, so even though a few mods gave you a Badger that dropped parabombs, it was still not the most useful unit because you'd have to ctrl-click everywhere inline with your target to bomb it suitably.

Because modifying the game to add entirely new units is also not feasible in the older games, any changes made to the Badger affect ALL Badgers, such as scripted ones and superweapon ones. Also, if you make the Badger go too fast to try to avoid AA fire, it may become too fast to land at your buildings; so watch out for setting speed too high.

Here's a consolation prize, since I heard you liked badgers.
