scroll speed bug

hi,

I have installed Tiberian Dawn today from the first decade, with the latest 1.06c patch (great work!). it works perfectly except for one thing: i can put the scroll speed in the option menu to the lowest level but while scrolling to the right and bottom works fine (slow as intended) scrolling to the left and top is just as fast as before, means i get to the border of each side almost instant and this is kind of annoying. is this a known bug or is there some kind of solution for it? i already tried different resolutions and other options from the ccsetup.exe, but nothing worked.
