Charge Times

How I edit the charge times for stuff like a MOAB, A10 strike, main super weapons, etc. using TibEd 2?

Go to superweapons, find the recharge number.

 

1000 equals 1 second in the game on normal speed (30) so 360000 would be 6 mins etc

That's what I thought. But when I edit it to 20,000 for 20 seconds the time remains at the default of 6 minutes.

Oh, nevermind. I figured it out. I had to enter it as 020000.

 

Now, how do I make it so that I can build a Laser Tank for the normal USA faction? I edited the side and prerequistics, but it's still not working.

The buildings it requires are sided with the laser general (normal USA buildings are named America_Barracks for example, with laser generals its Lsr_America_Barracks or something, change those too.
