Nope. In fact, there's no such thing. All data concerning the game rules is stored as binary data inside C&C95.exe

No, there really isn't one for C&C: Tiberian Dawn.

It may appear so because TibEd can edit it (and TibEd edits INI files, right?), but there really is just a clever thing in there - the Binary Abstraction Layer - which turns the C&C95.exe into a INI-like format, as far as the settings in there go. And it can apply those settings to that file again as well.

lol, I edit it with an old savegame editor.

 

Where'd you get the data lists from? Cuz I found loads of new entries in C&C myself which weren't in any other editor.

 

For example, I can easily turn a dinosaur into a normal rotating unit, and any normal unit into a walking dinosaur.
