How do you change a country's flag?

I am making a mod where korea is replaced with Australia. I got the loading screen working, but the flag still shows up as korea. I added a replacement for the japi.shp

Is it a different file?

Just use japi.pcx. You don't need the SHP file.

The only program I have that can convert to pcx is bink, and it comes out messed up. Can anyone reccomend a good program that isn't >50MB? Or should I just post it here for someone to convert for me. I tried japi.pcx w/ bink, and it still showed the korean flag, but tibed's viewer showed it was skewed diagonally. HELP!!!
