The 2 DVDs you see in that picture are not 1 for GDI, 1 for Nod. One is the game DVD the other is the bonus DVD.

 

The entire game fits on one DVD..

They never really needed two disks per game, really. You could install off of either one, and it seemed like the only reason they were separated is for the mission maps, which could all easily fit onto one disk, for things like RA2, and TibSun, and what not.

It's not the mission maps, it's the mission videos that were to big to fit on a single disc.
