Yes, it's true, you can see this in the intro movie, and in the challenge versus the Townsend (Laser) general they actually exist.

 

It's because it's a real Dutch traffic sign.

It is on the Generals Challenge map versus General Townes (the one with a Pentagon-shaped base which is partially powered and he has Particle Cannons). IIRC, you start against him if you play the Nuke General (General Tao).

Maybe not in the game but the sign was already available in the game (I think I used in my map "The Strip" )
