Tiberian Twilight has no SDK. You can try to use the Tiberium Wars SDK to extract data, but I don't think you'll get very far.

I think that TT does have a Worldbuilder, but you'll have to search a bit for it.

If you wish to extract assets from Tiberium Twilight, the most direct way is to use Bibber's Big Extractor to extract the manifests/streams from the game's Big files, then use his Asset Extractor to extract the actual assets from them. YOu might find more up-to-date versions of his tools on his homepage.
