Strange Soviet building

He guys,

 

I was wondering about a Soviet Building in RA1. It is featured in the 3rd mission of the Soviet Campaign, where it is in a base with two Advanced Power Plants which get destroyed in the beginning of the mission. I think it's a sort of laboratory.

 

Does anyone know how the building is called and what purpose it is?

That's just the Technology Center. Has been in there since C&C1. It's not specifically Soviet.

If I'm not wrong, that thing was campaign-only and had no real function, but to be destroyed, captured or defended.
