The announcement mentions "the Japanese Empire", which fuels the rumors that the third faction is Japan.

My reckoning is that the 3rd faction is sort of like a Japanese, Chinese, Indonesian type alliance....or Empire.

Well it's a little early, but i love jumping the gun.... I was going to say something similiar to the UAW galatic conquest where it's an unscripted campaign against another player... but as I write this I realise it's co-operative. So I'm guessing that Koensimilargalactic is on the right track.... a series of 4 player maps or 2v1 etc.
